Big Lottery discussion: Building Capabilities for Impact and Legacy

The Big Lottery Fund (BIG) has published a discussion paper on a new programme, Building Capabilities for Impact and Legacy. BIG are inviting views on their proposals from any voluntary and community organisations – frontline or in a support role – and from all interested parties. You can submit your views through an online survey, which must be completed by 15 March.

The paper says the programme will not be a traditional grants programme: "It is not sustainable in the present situation to use limited lottery investment specifically to maintain the current structure of voluntary sector infrastructure bodies at national, regional or local level," it says.

It also says “Frontline voluntary and community organisations should be able to decide on what support they need and where to get it. Voluntary and community organisations are very diverse, and no single solution will meet all of their needs.

NAVCA director of development, Bill Freeman, said the paper appeared to signal a shift in BIG’s approach to capacity-building towards a more demand-led system. While welcoming the change he also said: "The downside is that infrastructure providers do other things as well, such as represent the sector."
